Best Free ATS in 2026: Every Free Applicant Tracking System, Verified

The best free ATS in 2026, with every free plan verified. Real limits, paywall triggers, and upgrade prices for Dover, Breezy HR, Zoho Recruit, and more.

The best free ATS in 2026 is Dover for most teams: unlimited jobs, unlimited users, and AI resume screening at $0. Reqcore is the best option when one job posting brings in hundreds of applications, Giig Hire is the best free ATS for solo recruiters, and Breezy HR has the most polished free plan for a single role.

That is the short answer. The longer answer matters, because most "best free ATS" lists are out of date. We re-checked every vendor on this page in July 2026 — plans, limits, and whether you can still sign up at all. One finding sets the tone: MightyRecruiter, ranked the #1 free ATS by several major software review sites right now, no longer exists as a free product. Its website serves Monster's paid hiring plans, and new registrations have been closed since at least early 2025.

So this guide only lists free applicant tracking systems you can actually create an account on today. For each one, we state the real limits and the paywall trigger — the specific action that forces you onto a paid plan.

One clarification before the list. This page is for employers and recruiters who need software to track job applicants. A "free ATS checker" that scores your resume against a job description is a different tool for job seekers, and none of the products below do that.

The Four Kinds of "Free" ATS

Vendors use the word "free" for four different pricing models. Knowing which one you are signing up for prevents the most common bad surprise in this category: building your hiring pipeline inside a tool that was always designed to expire.

  1. Usage-limited free forever. A permanent plan with hard limits — usually one active job, one user, or capped storage. Reqcore, Breezy HR, Zoho Recruit, and Jobsoid work this way.
  2. Free trial. Full product access for 14–18 days, then you pay or leave. Recruitee, Manatal, and Recooty belong here. A trial is not a free ATS; it is a paid ATS with a delayed invoice.
  3. Feature-gated free. The core product remains free, but advanced sourcing, outreach, automation, or search tools require an upgrade. Loxo and Wellfound use this model.
  4. Free because the money is elsewhere. Dover's ATS is free because Dover sells an optional recruiter marketplace on top of it. These plans tend to be the most generous, because the vendor has no reason to squeeze the free tier.

Open source ATS platforms are a fifth path — genuinely free software you host yourself — but they trade the subscription for server admin work, and most small teams are better served by one of the hosted plans above. Our open source vs free ATS comparison covers that trade-off in depth.

How We Verified This List

Most free ATS roundups are rewrites of older roundups, which is how a discontinued product stays "best overall" across half the first page of Google. We did three things differently:

  • We checked that sign-up is open. Every tool on this list accepts new free accounts as of July 2026. Tools that no longer do were removed, not recycled.
  • We recorded the paywall trigger. Free plans fail at a specific moment — the second job, the second user, the 251st resume. We name that moment for each tool so you can predict when it will happen to you.
  • We used current prices. Upgrade prices below reflect vendor pricing pages as of mid-2026, not the 2023 numbers still circulating in older lists.

Dover — Best Free ATS Overall

Dover offers the most complete free applicant tracking system available: unlimited jobs, unlimited users, unlimited candidates, AI-powered resume screening, a careers page, interview scheduling, and Slack integration. There is no premium tier hiding the good features.

The business model explains the generosity. Dover monetizes a Recruiting Marketplace where you can hire fractional recruiters who set their own rates. The ATS stays free whether or not you ever use the marketplace.

Paywall trigger: none. The ATS itself has no paid tier.

Limitations: Resume parsing is English-only, there is no native employee referral program, and the platform works best on Google Workspace — Microsoft 365 shops will hit friction with calendar and email sync.

Best for: startups and small in-house teams that want a full-featured ATS at $0 and can live inside the Google ecosystem.

Reqcore — Best Free ATS for High Applicant Volume

Reqcore solves the problem the other tools on this list create. Free job posting works: a single opening on Indeed or LinkedIn now routinely draws 200+ applications. Every ATS above will store those applications neatly. None of them will read them for you.

Reqcore's AI reads every application, ranks candidates by fit against your job description, and shows the reasoning behind each score. Instead of scrolling an organized pile, you review a short list of strong matches. Applicant volume is never metered — unlimited applications on every plan, including free.

The free plan is permanent: one active job role is free forever, with no credit card and no trial clock. You can keep that role open for as long as you need and process as many applicants as it attracts.

Paywall trigger: opening a second active job role. Paid pricing is per active role — not per seat — so adding your co-founder or a hiring manager never costs anything.

Limitations: Reqcore is younger than Zoho or Breezy, and the AI ranking earns its keep at volume. For a role drawing 15 applications, manual review is fast enough. (It is also AGPL-licensed and technically self-hostable, but self-hosting is unsupported DIY — the product is the managed cloud.)

Best for: teams whose bottleneck is not tracking applicants but reading them. See how AI candidate scoring works in an ATS for what the ranking actually does.

Giig Hire — Best Free ATS for Solo Recruiters

Giig Hire was built by a recruiter and it shows in the free plan: unlimited candidates, contacts, companies, and jobs, with drag-and-drop pipelines, custom tagging, and a stats dashboard. Where most free plans are cut-down demos, Giig's free tier is the actual product.

Because it tracks companies and contacts alongside candidates, it works as a light recruitment CRM too — which is why it fits freelance recruiters and small agencies better than the HR-department tools on this list.

Paywall trigger: team collaboration features and integrations sit in paid tiers. A solo recruiter can stay free indefinitely.

Limitations: it is a small company's product. The integration ecosystem is thin compared to Zoho or Breezy, and there is no large job-board distribution network.

Best for: independent recruiters and two-person agencies who need unlimited records without a subscription.

Breezy HR — Best Free ATS for a Single Role

Breezy HR's free Bootstrap plan is the most polished experience in this list: a drag-and-drop pipeline, unlimited users, a branded career site, resume parsing, distribution to 50+ job boards, and a GDPR compliance kit — features most vendors reserve for paid tiers.

The catch is singular and absolute: one active position at a time.

Paywall trigger: opening a second active job. The moment you hire for two roles at once, you need the Startup plan.

After free: $189/month for the Startup plan (per company, not per seat). That is a steep first step, so treat Breezy's free plan as either a genuine single-role solution or an extended evaluation of the paid product.

Best for: small businesses that hire for one role at a time and want the process to look professional.

Zoho Recruit — Best Free ATS on an Upgrade Path

Zoho Recruit's free plan covers candidate management, interview scheduling, email templates, a free career site, and posting to free job boards, in 26 languages. If your company already runs on Zoho products, Recruit slots straight in.

The free plan's limits arrive quickly: one active job, one recruiter seat, and 256MB of storage — roughly 250 resumes.

Paywall trigger: a second active job, a second recruiter, or hitting the storage cap, whichever comes first.

After free: the Standard plan is $30/recruiter/month (billed annually) and lifts you to 10 active jobs plus premium job boards and referral tools. It is one of the cheapest upgrade paths in the category, which is the real argument for starting here.

Best for: solo recruiters at small companies who expect to outgrow free and want the cheapest sensible paid tier waiting.

Loxo — Best Free ATS + CRM for Agencies

Loxo's free plan bundles two products: an ATS and a recruiting CRM, with unlimited jobs and projects, drag-and-drop pipelines, resume parsing, a client portal, task management, and a mobile app. No other free plan includes client-facing agency features like a portal and resume forwarding.

One caution on seats: Loxo advertised the free plan as one seat as recently as 2025; its current pricing page lists unlimited seats. Confirm the current seat policy at sign-up before you plan around it.

Paywall trigger: sourcing and outreach. Candidate sourcing results, contact enrichment, email campaigns, and workflow automation all require paid plans.

After free: Starter is $169/seat/month billed annually ($209 monthly) — the biggest jump on this list, reflecting that Loxo sells a full talent intelligence platform.

Best for: recruiting and staffing agencies that need ATS + CRM + client portal at $0 and do their own sourcing.

Wellfound — Best Free ATS for Hiring Tech Talent

Wellfound (formerly AngelList Talent) pairs a free ATS — unlimited jobs, unlimited users — with direct access to over 10 million candidates who specifically want startup jobs. For engineering, product, and design roles, that pool is the product: candidates arrive pre-sorted for startup interest.

Paywall trigger: advanced search filters and saved templates have moved into paid tiers over the past two years. The core ATS and job posting remain free.

Limitations: no resume parsing, no external job board distribution, no mobile app. For non-tech roles — operations, sales, support — the candidate pool thins out fast.

Best for: startups hiring engineers who want candidates from the posting itself, not just software to track them.

Jobsoid — Best Free ATS for Multi-Channel Posting

Jobsoid's free Beginner plan allows one job posting and one user, but with unlimited candidates and a genuinely good branded careers portal. Its strength is distribution: one-click posting to 20 free job boards plus social channels, with premium boards (Indeed, ZipRecruiter, Glassdoor) available from the same screen.

Paywall trigger: a second job posting or a second user account.

After free: Lite is $49/month billed annually for 3 postings and unlimited users — a gentler upgrade step than Breezy's $189.

Best for: small businesses that hire occasionally and care most about the posting reaching many channels.

MightyRecruiter Is Gone — Check Before You Trust a List

MightyRecruiter deserves its own section because it is still ranked the #1 free ATS by several high-traffic review sites in 2026. It should not be. As of July 2026, mightyrecruiter.com serves Monster's paid hiring products (following the Monster–CareerBuilder consolidation), and new account registration has been unavailable since at least early 2025 — a fact at least one review site admitted in a footnote while still ranking it first.

It is not the only ghost on free-ATS lists. Lever appears on several "free ATS" roundups despite having no free plan at all, and time-limited trials from Recruitee (18 days), Manatal (14 days), and Recooty (15 days) are routinely listed as free tiers. Trials are useful for evaluating paid products — Manatal at $15/month after trial is one of the cheapest paid ATS options anywhere — but they do not belong on a free list.

The test is simple: before committing candidate data to any "free" ATS, open its pricing page and confirm the free plan is listed there today.

Free ATS vs. a Spreadsheet

A meaningful share of teams searching for a free applicant tracking system are deciding between an ATS and an Excel or Google Sheets tracker. The spreadsheet is genuinely free and infinitely flexible, and for a single hire it can work.

It breaks down on four fronts:

  • Communication lives elsewhere. Every email to a candidate happens in your inbox, invisible to the sheet. An ATS keeps the conversation on the candidate record.
  • No collaboration structure. Two people editing hiring notes in one sheet produces conflicts and accidental deletions. An ATS gives each candidate a page with notes, scores, and history.
  • No candidate experience. Spreadsheets cannot send application confirmations or rejection emails. Silence is how employers earn bad reviews from applicants.
  • Compliance is manual. GDPR deletion requests and consent tracking against a spreadsheet of EU candidates is a liability, not a system.

Since capable free plans exist, the spreadsheet's only remaining advantage is familiarity. Start with a free ATS from your first hire; every tool above takes minutes to set up.

When a Free ATS Stops Being Enough

Free plans fail predictably. Budget for a paid plan when any of these becomes true:

  1. You hire for multiple roles simultaneously. Single-job limits (Reqcore, Breezy, Zoho, Jobsoid) force you to rotate postings, and deactivated postings lose candidates.
  2. Screening time exceeds tracking time. When the pile of unread applications is the bottleneck, a pipeline view stops helping. That is the point of AI screening — and Reqcore includes it for one active role on its free-forever plan.
  3. You need your data out. Free plans rarely include robust export. Before you accumulate a year of candidate history, confirm you can leave with it.
  4. Compliance stops being optional. Consent tracking, retention policies, and right-to-deletion workflows sit almost exclusively in paid tiers (Breezy's free GDPR kit is the notable exception).

The cost of upgrading is smaller than it looks. With average cost-per-hire around $4,700 by SHRM's estimate, one hire lost to a slow process costs more than a year of most paid ATS plans.

Frequently Asked Questions

What is the best free ATS in 2026?

Dover is the best free ATS for most teams — unlimited jobs, users, and candidates with AI resume screening, free permanently because Dover monetizes an optional recruiter marketplace instead of the software. Reqcore is the best free option for teams dealing with high applicant volume, and Giig Hire is the best free choice for solo recruiters.

Is there a completely free ATS with no limits?

Dover comes closest among commercial products: no job, user, or candidate limits on its free ATS. Giig Hire offers unlimited candidates, jobs, and contacts free forever. Every other major free plan carries a hard limit — typically one active job (Reqcore, Breezy HR, Zoho Recruit, Jobsoid) or gated features (Loxo, Wellfound).

Can I get an ATS for free permanently, or only as a trial?

Both models exist, and vendors blur them deliberately. Dover, Reqcore, Giig Hire, Breezy HR, Zoho Recruit, Loxo, Wellfound, and Jobsoid offer permanent free plans. Reqcore's free plan covers one active job role with no time limit. Recruitee, Manatal, and Recooty offer only 14–18 day trials.

What is the best free ATS for small business?

If your postings attract more applications than you can read, Reqcore ranks them for you and is free forever for one active job role. Breezy HR is another option if you hire for one role at a time — its free plan includes a branded career site, 50+ job board distribution, and GDPR tools with unlimited users. If you run several openings at once, Dover's unlimited free plan fits better.

Is a free ATS the same as a free ATS resume checker?

No. An applicant tracking system is software employers use to manage job applicants. A free ATS checker or resume scanner is a job-seeker tool that estimates how well a resume matches a job description. If you are a candidate trying to improve your resume's score, none of the tools on this page are what you want.

Do free ATS plans cover GDPR compliance?

Almost never. Breezy HR is the exception — its free plan includes a GDPR compliance kit with consent tracking. Everywhere else, consent management, retention policies, and deletion workflows are paid-tier features. If you process EU candidate data seriously, plan on a paid tier or strict manual procedures.

The Bottom Line

Three tools cover nearly every situation. Dover is the default: the most generous permanently free ATS available, with no paywall waiting behind it. When the problem is not tracking applications but reading them, Reqcore reads and ranks every one — free forever for one active role, with applicant volume never metered. And Breezy HR is the best-built free plan if one active role is enough.

Whatever you pick, verify two things on the vendor's own pricing page before importing candidates: that the free plan still exists, and what specific action triggers the paywall. As MightyRecruiter proved this year, "best free ATS" lists age faster than the software they rank.
